The Zamboanga City Special Economic Zone Authority and Freeport was created through Republic Act 7903 authored by the late Congresswoman Maria Clara Lorenzo Lobregat. It was enacted into law on February 23, 1995 and made operational a year later with the appointment of a Chairman and Administrator and the members of the Board by former president Fidel V. Ramos.
The ZAMBOECOZONE & FREEPORT is a means to attract local and foreign investors, generate employment opportunities, and encourage the regional dispersal of industries.
The Governing Principles of RA 7903 (Sec. 4[a]) calls for the ZAMBOECOZONE & FREEPORT to be developed into a decentralized, self-reliant and self sustaining agro-industrial, commercial, financial, investment and tourism center and Freeport with suitable retirement and residential areas.
