On March 8, 1994, a group led by the Dean of the College of Commerce of DWUT, Conrita T. Tudtud, agreed to establish the Saint Paul's Business School of Tacloban afterwhich preparations for the permit and incorporation papers were fast tracked. Negotiations were made for the lease of what were formerly the Island Development Bank and the Taboan propert in Marasbaras, Tacloban City.

On April 25,1994, an application for a permit to operate SPSBT was filed and passed to the DECS Regional Office. The school got its legal personality as a non-stock, non-profit institution when SEC Registration No. CN094-000166 and By-Laws were approved on April27,1994.

DECS Permit Nos. 18,19, and 20 dated May 2, 1994 were signed by the Regional Director on May 10, 1994. This date marked the formal operation of SPSBT to begin accepting the enrollees and classes started on June 6,1994.

Finally, on February 21,1995, the Commission on Higher Education HERO VIII thru Ricardo T. Gloria, granted Government recognition Nos. 1&2. Series of 1995 for Bachelor of Science in Accountancy and Bachelor of Science in Commerce courses respectively which took effect on June 5,1995.

On its second school year of existence enrollment increased from a meager number of over 200 to 2000 because of final closure of the Divine Word University. It is for this reason that the school prepares itself for the demands of higher education in line with the mandated curricular offerings, in coordination with the development plan of the newly-created Commission on Higher Educationm HERO VIII.

Year 2013, with Haiyan destroying the livelihood of Taclobanons, Saint Paul School has stand strong to serve its community by reopening on January despite the complications and on the year 2014, SPSBL now SPSPS- Saint Paul School of Professional Studies was accredited by CHED and promises to continue developments and producing the best business students in the country.
