HISTORY
The province of Rizal, for the last few decades since its foundation, did not feel the need of a hospital of its own. The close proximity of the towns to Manila was the main reason why such need was never felt. Thru the initiative and untiring efforts of the late congressman and then Provincial Governor of Rizal, Honorable Eulogio Rodriguez Sr., the construction of the Rizal Provincial Hospital was iniated in 1939 and was made possible in 1941 by virtue of Congressional Act 3114 and later amended by Act 3168. Its portal were opened to serve the general public in the same year with a handful of detailed personnel. It is under the supervision and direct control of the director of the Bureau of Hospitals, now known the Bureau of Medical Service , the chief of the Hospital being his authorized representative.
The lot consisting of around two (2) hectares along Shaw Boulevard, Pasig, Rizal and about fifteen (15) kilometers from the City of Manila, was donated by Honorable Manuel L. Quezon.
Shortly after the inauguration, the war against the Japanese broke out and its operation was interrupted. It was opened again in July 1942, to accommodate primarily the unfortunate victims of the Bataan Death March. Six months after, that was in 1943, it extended its services to the general public. For two years it was able, against old odds, to carry the duties and functions of a general hospital. Because, however of uncertainty of times, it had to transfer to ground floor, north wing, of the old provincial capitol building. The transfer was shortlived and had to close together due to the return of hostilities in 1945. Still, amidst the ruins of that terrible war, the make shift emergency hospital was put up again under the Philippine Civilian Affairs (OCAU), in one of the delapitated buildings of the Pasig Elem. School.
With the help of the administration and the War Damage Commission the hospital was rehabilitated and was opened back in January 1947; another rehabilitations equipment was made thru the cooperation of the PCA-Philusa in 1953-1954. the Tumor Clinic, a component of the Community Cancer Control Program of Rizal; 1973 – Establishment of Family Planning Center, Expansion and installation of hospital laundry facilities; complete renovation of the Dietary Service, construction of a two-storey building for the warehouse and storeroom; 1974 – Expansion of the Radiology Dept. with installation of a new 800-MA X-ray machine, provision for conference room and offices. 1975 Establishment of Hemodialysis Unit and construction of the Personnel Dinning Room. 1977 – Expansion of pay section for Medicare patients; 1978 Establishment of a ten-bed intensive care unit and Coronary care unit; Installation of a centralized Oxygen Room and Pediatrics Ward; repair of Radioisotope laboratory; construction of a tennis court and resthouse through the courtesy of Sports Development Program of the government of Rizal; 1979 Establishment of a play therapy unit in the dept. of pediatrics; 1980 Expansion and improvement of the laboratory services extending the basement under the OB Dept.; Expansion of Nutrition and creation of Mental Feeding Unit; 1981 – Construction of an annex building to provide for the medical consultants office and a personnel canteen; 1982 – Construction of the first phase of a five-storey building and now in progress; Acquisition of the Siemens 500 with tomography at the X-ray unit. Installation of the RAI Uptake machine and Compact 120-Automatic Gamma Counter in the Nuclear Medicine Service; body foster mortuary refrigerator and inauguration of the new autopsy suite; and construction and inauguration of a new personnel canteen.
Now, the Rizal Medical Center, with an innovative of expanding scheme of development, is increasing emphasis on human resource development through continuing education, participation in research and civic activities, and trainees and hospital involvement not only in the hospital but also in community affairs. With the foregoing conditions, it is expected that the hospital will march on to progress with a “better patient care” as its main goal.
To meet further the needs for hospital services, the conference room in the “Rodriguez Pavillion” was converted into a regional laboratory. The personnel and equipment of the Regional Laboratory No. III, Manial area, Department Order 9-d dated January 16, 1958, the Hospital and the provincial health office was integrated last 1958, under what is known today as the Rizal Integrated Health Program. Under the same program a static Chest clinic now known as the Rizal Provincial Chest Center” was made possible in the same year with P55,000.00 Philippine Charity Sweepstakes funds including the building and the equipment.
A downward expansion “basement was envisioned in the main building of the hospital last 1958 to improve and accommodate the hospital services. The unit now housed 75 seats air-conditioned conference, the enlarged medical records, morgue, laboratory, dental supply and library room. For further improvement section, enlarged unit and the construction of a motor pool were done last 1959. Pursuant to R.A. 1914, a building was erected for a proposed Nursing School, but has not materialized, the building is now for Pediatric Department, Floating, Radioisotope laboratory and Community Center (Mental Health), 1962 Expansion of the Outpatient Dept. with departmentalization of the various clinics and accommodation of increased x-ray facilities.
In 1965 – Installation of an 800-feet deep well with pump and a 45,000 gallon tank to maintain adequate water supply; 1966 Construction of the emergency room with observation wards to accommodate the ever-increasing number of emergency cases; In 1968 Construction of a two-storey building to provide quarters for male and female physicians rendering 24 hr. services.
