The Baguio Chapter of the Red Cross started as the Baguio-Benguet Mountain Province Red Cross Chapter with Mrs. Salud Montelibano as the first Chapter Administrator. The office was located at Camp Allen and then moved to the stone market and still later, moved to the Baguio City Hall in 1956. Dr. Teodoro Arvisu was the first Chairman of the Board of Directors.

In 1972, it become the Baguio-Benguet Chapter with the creation of a separate Mountain Province-Kalinga-Apayao-Ifugao Chapter based in Bontoc.

Mrs. Teodora Flores succeeded Mrs. Montelibano as Chapter Administrator and occupied the position from 1947-1977. Mrs. Lucille Foster, wife of the Superintendent of Lepanto Mines in Mankayan, Benguet was elected into the Board of Governors of the Philippine National Red Cross. Under her dynamic leadership, the Chapter soared to great heights as evidenced by the many programs undertaken in the various service components and most especially in the acquisition of its own lot and the eventual construction of the Red Cross building. Her husband harnessed every possible resource, human and material, to help Mrs. Foster in all these. The cornerstone laying was held in simple ceremonies on February 11, 1956 and completion inauguration and occupancy took place six months later on August 5, 1956.

Side by side with the efforts of the Chapter Staff and Board of Directors, a group of lady volunteers who after a training in volunteer work, organized the Specialized Volunteer Services (SVS) which served as the nucleus of Red Cross volunteers who continue to this day to be as a most vital instrument and behind in the success of many Red Cross projects.

The Blood Bank Services was started by Mrs. Foster, sustained and improved by the succeeding Board Chairman. Initially a mere Blood Collection Unit only, the Chapter Blood Service has metamorphosed into a higher Blood Bank Classification with modern equipment such as Blood Bank Refrigerator, Refrigerated Centrifuge, Plasma Freezer, Autoclave and staffed by 3 shift full-time duty Medical Technologists who regularly undergo retraining and capability building seminars and activities.

Meanwhile, due to financial and geographical constraints, the Board of Governors decided to split the Chapter and thus was created the Benguet Red Cross Chapter on March 18, 1981.

The earthquake of July 16, 1990 seriously damaged the Red Cross building. The PNRC-NHQ came to the rescue by donating P3.2 Million in 1991 for the construction of a new building which was speedily done and was inaugurated on July 16, 1992. Also, the NHQ loaned a second-hand Toyota Hi-Lux in 1993 enabling the Chapter to respond with dispatch to calls for assistance especially during bad weather.

Updating and upgrading the capability of the Chapter’s Blood Bank become the priority of every Chairman over the following years. Through aggressive fund drives, they succeeded in transforming the Blood Bank from a mere collecting unit to a Category B with capabilities for blood typing, ABO grouping, screening tests for malaria, syphilis, Hepatitis B, Hepatitis C and HIV/AIDS. It had acquired IMX Machines for blood screening.

In 1996 then City Prosecutor Atty. Erdolfo V. Balajadia was elected as Chair of the Board of Directors, a position he hold to-date. His commitment and hardwork had transformed the Chapter into a functioning and viable one. He has activated, equipped and energized all the service components. Giving each one an office space, these have been instrumental in making the chapter visible and appreciated by the community.

Mrs. Anastacia B. Tamayo, assumed the position of Chapter Administrator in September 1998, a position she occupied to this day. Her dedication and leadership has enabled the Chapter to surpass its annual goal for the past 9 years, and has been awarded certificates merit and appreciation locally, regionally and nationally.
