The school was established in June 1979 with the vision of the then City Schools Superintendent Constantino Castillo to put up a high school in every barangay to accommodate the increasing population of school age students in the high school level in the barangay as well
as the spillover of high school students in the city proper.

New Cabalan Barangay High School was finally realized by the virtue of a joint resolution passed and unanimously approved by the Barangay Council under the then Barangay
Captain Sofronio Moreno, and City Council under the leadership of the then City Mayor
Geronimo Lipumano.

In June 1979, the school started its first year of operation with three First Year classes. It was first housed at the New Cabalan Elementary School with five teachers under the supervision of Mrs. Lydia Abille, the then school Principal of New Cabalan Elementary School as the school's first honorary Principal.

Teacher's salary and other form of fringe benefits were drawn from the coffer of the city government until the time it became a national high school in 1989.

From SY 1979 until it became a complete secondary school in SY 1982-1983 and every year thereafter, the population of the school increased and so is the number of teachers. However, the school remained at the New Cabalan Elementary School up to 1989.

On May 10, 1989 the school acquired by way of donation from the city government under Richard J. Gordon as City Mayor, 20,000 sq. m. parcel of land located at Purok 3, New Cabalan for its proposed permanent site. From thereon, school buildings and classrooms from both the government and non-government organizations started to stand.

The first batch of students in this said site was that of the First Year Class batch 1994, with Mr. Rodolfo G. Esmena as the school's Officer In-Charge. The following year, the First Year and Second Year curriculum held their classes at the new site while the Third Year and the Fourth Year classes still conducted their classes at the New Cabalan Elementary School.

The school finally left the campus of the New Cabalan Elementary School to its new site in December 1995 with Mr. Ernesto S. Amian as the School Principal, Dr. Adoracion E. Pascasio, Schools Division Superintendent, and Katherine H. Gordon as City Mayor.

At present, the estimated total land area covered by the school is 20,000 square meters enclosed by a concrete fence. The physical facilities include:
