Dapitan Resort Hotel

History:

After the implementation of Local Government Code of 1991 which provides that local government units shall endeavor to be self-reliant and shall continue exercising the powers and discharging the duties and functions currently vested upon them, and consistent with the goal of the City of Dapitan to promote itself as a tourism destination in the Philippines, the previous administration of the City Government of Dapitan in collaboration with its own Sangguniang Panlungsod decided on 1995 to establish a government owned hotel to be named as Dapitan City Resort Hotel and Pavilion along the Sunset Boulevard of Dapitan City. To realized the proposed project, on March 17, 1995, the Sangguniang Panlungsod passed Resolution No. 31, Series of 1995, authorizing the then City Mayor James A. Adasa to negotiate for the acquisition of the lot with the lot owners along Sunset Boulevards that may be affected with the proposed Construction of the Dapitan City Resort Hotel and Pavilion and Resolution No. 032 of the same date, authorizes the City Mayor in behalf of the City of Dapitan to make representation with the Philippine National Bank to avail a loan in the amount of P43,359,883.20 as per plans, specifications and estimates submitted by J. Liong Construction and Core Planners to finance the project.

Pending the approval of the proposed loan as embodied in Resolution No. 32, the Sangguniang Panlungsod in their willingness to pursue their tourism development project for the City of Dapitan passed Resolution No. 95-177 dated November 28, 1995 authorizing the City Mayor to venture with other refutable financial institution to finance the project to which finally, the Philippine National Bank granted the loan of the City Government which completed the Construction of Dapitan City Resort Hotel and Pavilion and even extended its loan to include the payment of Hotel furnishings, equipment and other extra orders.

On September 30, 1996, in order for Dapitan City Resort Hotel and Pavilion to fully operate, the Sangguniang Panlungsod, passed City Ordinance No. 96-048 which prescribed the fees and charges for the Operation of the said Hotel in which the subject Ordinance named it as Rizal Shrine Resort Hotel and Pavilion. Section 3 of the subject ordinance provides that the administration, control and supervision of the Rizal Shrine Resort Hotel and Pavilion shall be under the Hotel Management Board which shall be created by the City Mayor. To initiate its operation, the City Government of Dapitan thru the City Finance Committee put up a revolving capital of Five Hundred Thousand (P500,000.00) Pesos as authorized in SP Resolution No. 97-121 dated May 27, 1997.

After some review on the operation of Dapitan City Resort Hotel and Pavilion which was conducted by the Commission on Audit, the COA Regional Audit Team has issued some findings, observations, and recommendations for the effective operation of the said Hotel. As part of the result thereof, the Sangguniang Panlungsod on February 12, 2002 passed a Resolution No. 2002-041 authorizing the creation of the position of Fiscal Examiner II of the City Accounting Office in order to take charge on the processing of the pertinent papers related to the operation and establishment of the Hotel’s Accounting System, but such position has remained vacant and unfunded until to date.

On February 22, 2007, City Mayor Dominador G. Jalosjos requested the Sangguniang Panlungsod to pass a resolution for the registration of Dapitan City Resort Hotel and Pavilion in the Department of Trade and Industry using DAPITAN CITY RESORT HOTEL as its official trade name and in response thereto, the Sangguniang Panlungsod passed Resolution No. 2007-128 for the said purpose. Subject Hotel was then registered in the DTI Business Name Registry as DAPITAN CITY RESORT HOTEL under DTI Certificate of Business Name Registration No. 00217459 which expired on September 6, 2012.

During the early administration of Honorable Rosalina G. Jalosjos, the City Officials together with the City Vice-Mayor and some members of the Sangguniang Panlungsod convened to examine and review the operation of Dapitan City Resort Hotel considering that the same were not anymore earning an income and instead the City Government continuously subsidized the payment of its utility bills and the wages of its employees. For the past few years, the hotel was facing a deficit in its operation. There were suggestions that the same be sold or have it rented to private individuals or corporations but the City Mayor rejected the idea citing thereto that the Hotel is the legacy of the City Government of Dapitan and need to be preserved.

On April 2015, the City Mayor Rosalina G. Jalosjos after discussing with her City Administrator Wilberth G. Magallanes decided to designate a new manager to the Hotel with the instruction to do everything to recover the hotel from its loses. It was during that year that the said hotel slowly recovered from loses and were able to partially replaced some worn-out equipment of the hotel and partially repair those areas that were fully dilapidated in order to have it useable and operational. At the end of the year, the said hotel were able to gain a net profit of 1.2Million pesos from its operation.

Considering that the DTI Business Name Registration of the said Hotel has already expired last 2012, the new management in consultation with the Field Office of the Department of Trade and Industry filed a new Business Name Registration with the said office upon the issuance of an authority from the Sangguniang Panlungsod under SP Resolution No. 2015-197. It was on January 27, 2016 that the Hotel was registered with the DTI as DAPITAN RESORT HOTEL as its official trade name under Certificate No. 03907326. Such business name is now being used by the said Hotel in all their Business Transactions.
