The Philippine Carabao Center (PCC) operates as an attached agency of the Department of Agriculture (DA). PCC is mandated under Republic Act No. 7307 or the Philippine Carabao Act of 1992 to conserve, propagate and promote the carabao or native buffalo as a source of milk and meat as well as draft animal power and hide to benefit the rural farmers.
In 2008, PCC took on an additional mandate per DA Administrative Order No. 9, series 2008, as the National Lead Agency for Livestock Biotechnology Research and Development.
PCC has three divisions: Genetic Improvement Program (GIP), Research and Development (RND), and Carabao-based Enterprise Development (CBED).
CBED PROGRAM
○ Socio-econimic program that aims to develop carabao-based enterprises (CBED) which addresses national concerns on poverty alleviation, nutritional improvement, income equity/distribution, and people empowerment;
○ Showcases viable dairy enterprise through dairy buffaloes for greater and direct benefit of the smallhold farmers, women, and rural farming communities;
○ Convenes and strengthens the partnership and resource sharing of various stakeholders in support to the development of village-based dairy enterprises;
○ Massive and continuous genetic improvement of existing buffalo population through AI, bull loan, and animal infusion to establish significant number of buffaloes as a resource base of milk; and
○ A viable enterprise opportunity for smallholder farmers, women, and the youth through dairy buffalo.

IMPACTS OF CBED
○ Created local employment (dairy farmers, processors, and dealers) and other related jobs;
○ Reduced malnutrition level from about 12% to 5% from 2005 to 2011; and
○ Dairying improved social status and living condition of the small hold farmers.
BENEFITS FROM ENGAGING IN CBED
○ Dairying becomes a regular source of income and long term investment of smallholder farmer.
