Awarded 3rd place among the country's outstanding public libraries by the National Library of the Philippines (NLP) in 2009, the Angeles City Library and Information Center is a leading public library in the Central Luzon region.

BRIEF HISTORY

On February 15, 1968, former Angeles City Vice Mayor Alberto G. Pamintuan approved the establishment of a City Library and Museum upon the motions of then Councilors Arcilla, Abad Santos, and duly seconded by then Councilor Serrano.

Three years later (1971), the library was born under the administration of then Mayor Eugenio N. Suarez. Mr. Carlos Sandico allowed the free use of Sandico building in Plaridel St. as the City Library.

On October 24, 1972, Renato "Katoks" Tayag, a distinguished son of Angeles City, lawyer, journalist, and an author of several books donated one-thousand six-hundred ninety square meters (1, 690 sq.m.) parcel of land (Lot No. 281) situated along Sto. Entierro St. to be used for the establishment of a city library. In 1981, a library building was constructed on the donated land during the administration of former Mayor Rafael Lazatin (father of former Congressman Carmelo "Tarzan" Lazatin) and was later transferred at the 3rd floor right wing of the said building.

Finally in 2002, with the support of former Mayor Carmelo F. Lazatin, the library now stands on its three-storey reconstructed building.

The Angeles City Library and Information Center (ACLIC) as a service-oriented institution, is committed to provide a consistent total quality service in addressing the information, research, cultural and recreational needs of the whole Angeles City community.

MISSION

To provide a world-class library service to all Angeleños, while advancing the importance of reading, information literacy and lifelong learning


OBJECTIVES:
Specifically, the Library and Information Center seeks to:

1.Select, acquire and evaluate quality library resources in varied formats to meet the community’s educational, research, information, cultural and recreational needs;

2.Enhance the services offered by the Children’s Library and I.T. Center aside from the general library services to attract more students, professionals, and other service client groups to visit both sections and the Main Library, thus increasing its value in the City;

3.Recognize and instill the importance of libraries, love for books and reading among library service client groups by organizing series of events;

4.Value the human resources of the library by enhancing their competencies and skills in doing their tasks and assignments through their participation and attendance to various seminars, workshops, trainings and fora, among others organized by the City Government or other organizations;

5.Enhance further, the services of the library specifically in the arrangement and retrieval of books and needed renovation of library facilities and to provide for an efficient on-line access through (OPAC) to the different information resources.


COLLECTIONS & SERVICES:

TECHNICAL SERVICE UNIT – an acquisition section that handles the selection and acquisition of books periodicals and other library either by purchase or donation. And a cataloging section takes case of the bibliographic description, classifications and mechanical processing of materials.

GENERAL CIRCULATION SECTION– contains textbooks of all subject fields from generalities, philosophy, religion, social science, languages, applied science, pure science, fine arts, literature and history

REFERENCE SECTION – contains extensive general reference like Encyclopedias, Dictionaries, General Dictio-nary , Translation Dictionary, Specialized dictionary, Ency-clopedic dictionary, Atlases, Almanac and many other books like:

*Bibliographies Collections – a list often with descriptive or critical notes of writings relating to a particular subject, period, or author; detailed description or account of someone’s life.

*Culinary Collections – These 418 collections at present were all donated from the Reynaldo Alejandrino Library Collection, which is housed previously at the Museo Ning Angeles and been transferred at our Angeles City Library for easy access to the Angeleños or the reading public.

*Law Corner – This houses law books, Supreme Court Rulings Annotated (SCRA) and other legal print materials.

CULTURE & ARTS SECTION – This section is the center for arts and cultural recreation among writers, poets, artists, and cultural advocates in the City. It is established to preserve, develop and promote arts and culture of Angeleños and the Philippines in general. Its programs include cultural re-search, outreach, preservation, and publication of materials on Angeles art and culture. It also assists in the production of performances, festivals, exhibitions in the city.
This section is also consists of the following collections:

Filipiniana Collections – contains books and other materials on various subjects or topics about the Philippines or any topic to the Philippines regardless of author imprints or format.

Kapampangan Collections – This section houses a number of books on Kapampangan studies specifically dealing with history, music and arts, culture and language.

Rizaliana Collections – contains a collection of materials pertaining to Dr. Jose Rizal, the country’s national symbol of heroism. The available materials include selected Rizal’s works, books, periodicals, and collectible memorabilia about Jose Rizal. One of its prime collections is the copy of the film JOSE RIZAL (VHS), which features the life and struggles of Rizal. This most spectacular and controversial epic Philippine movie released in June 1998 in Manila, starred Ceasar Montano as Jose Rizal, written by Ricky Lee, Jun Lana and Peter Ong Lim, and directed by Marilou Diaz-Abaya and Rizal.

PERIODICAL SECTION– contains local and foreign journals magazine and newspapers.

FICTION SECTION – includes a variety of well selected stories and novels written by famous authors that are available for recreational reading.

CHILDREN'S LIBRARY – provides services such as storytelling, reading and art workshop for children specially the Day Care Center and elementary public students to create library awareness at an early age.

TECH4ED SECTION – this project has introduced by the Department of Science and Technology –Information and Communications Technology Office to the City Library to build partnership with us to establish Tech4Ed Centers will serve as knowledge hub.

Tech4Ed has 3 modules running:
1. e-Eduskills - alternative learning system, skills and language training;
2. e-Assist - ICT literacy, financial literacy, and entrepreneurial litracy training; and
3. e-Govserve - direct government services in rural communities.

This project also aims to develop moduls for :
• E-AGRI- enhancement of farm technologies for product diversity.
• E-MARKETPLACE-expansion of markets,
• E-Assess- facilitation of hiring process of the business Process Management.

INFORMATION & TECHNOLOGY CENTER (Internet ng Bayan) – Offers public access and use of internet for one hour free for Angeles City students’ school research only. For the succeeding hour P10.00/hour will be charge for the use of the internet. It will also provide free demonstration on the use of the internet to the youth of the different public schools within Angeles City as part of its Computer Literacy Program.

MEMORABILIA of Renato “Katoks” Tayag – A distinguished lawyer, journalist and an author of several books. He donated the land to be used as a library of the City. Collection of his works, reading materials and accomplishments are displayed on the said memorabilia

MEMORABILIA of former Mayor Rafael Lazatin – During his administration, the library building was constructed on the said land. In this memorabilia you can see all his works and momentous souvenirs at the second floor of the library.

THE City Library follows the Dewey Decimal Classification (DDC) System. Books are arranged on the shelves according on their call number. Belolw is the first summary of the DDC:
