The Metropolitan Cebu Water District (MCWD) was recognized by the Civil Service Commission (CSC) 7 for complying with the requirements for Level II accreditation. It was able to show that its appointments and personnel actions conform to Civil Service Law, rules and regulations. Its HR Plan covering Organizational Profile, HR Systems, and Employee Health and Wellness is fully operational. It has a sound HR management record, and its Human resource management office meet the required competency level.

The CSC conferred to MCWD a Level II accreditation under its Program to Institutionalize Meritocracy and Excellence in the Human Resource Management (PRIME-HRM).
With the Level II accreditation, MCWD will now have the authority to take final action on appointments.

The CSC, through PRIME-HRM, seeks to inculcate meritocracy and excellence in the public service human resource management through a program of reward, recognition, empowerment and continuous development.

Through this, the CSC empowers and continues to capacitate agencies in the performance of their human resource management functions,
as well as recognize best practices in the various areas of human resource management.

MCWD is the first GOCC among the more than 20 agencies identified by the CSC for accreditation in Region 7.
On December 26, 2013, CSC RO7 conducted its Comprehensive HRM Assistance, Review and Monitoring (CHARM) to see if MCWD has met all the requirements for the Level II accreditation. Results showed that the water district has complied with the 67 evidence requirements set by the International Investments in People (IIP) under the PRIME-HRM.

IIP sets the standards for human resource in as much the ISO sets standards for work processes and procedures. “MCWD has to meet 115 evidence requirements to qualify for Level III accreditation and 165 of 196 evidence requirements for level IV”, said CSC 7 Director Karen Litz Zerna.

Director Zerna added that the CSC will guide agencies along the process of accreditation.

Acting GM Ernie Delco acknowledged the work of MCWD’s Human Resource Department which qualified MCWD for the recognition. He received the certificate from CSC together with HRD Manager Terry L. Andaya and the Board of Directors on August 1, 2014 at the GM’s Office.
