The Balinsasayao Twin Lakes was proclaimed by the then Pres. Joseph E. Estrada as a Natural Park by virtue of Presidential Proclamation No. 414 pursuant to RA 7586 on November 21, 2000. The Park covers approximately 8,0l6 hectares of public domain comprising the municipalities of Sibulan, San Jose and Valencia all of Negros Oriental Province. The area includes a portion occupied by the Philippine National Oil Corporation (PNOC) under whose jurisdiction the law mandated it to prescribe nature and biodiversity conservation activities (aside from its primary goal of energy production).
Balinsasayao Twin Lakes Natural Park was established to protect and preserve the natural features of the area such as its remaining vegetation that surround the twin lakes; and along with wildlife habitat. It likewise aims to protect the life support base of the communities like the watershed which supplies them with water for irrigation, and for their domestic use.
